Firstly clue scrolls are drop by all monsters in game, they all have the same drop ratio, so no monster is more likely to drop it than another.
Level 1-49 Monsters will drop Level 1 Clue Scrolls
Level 50-79 Monsters will drop Level 2 Clue Scrolls
Level 80+ Monsters will drop Level 3 Clue Scrolls.

What are the difference between the level clue scrolls?

- 15-20 Swordfish or better

Useful Things
- Prayer Potion
- Energy Potions
- Glory Amulet
- 43 Prayer
- 40+ HP

This is the Dark Warriors Fortress in Level 14 Wilderness.

I don't level clues are actual here, since I have gotten a black cav and such from clues dropped by goblins. :/
